This is pure conjecture on my part, but the wire stays with loops and tensioners may be the remains of an aerial system that once covered a large area of the site, with wires suspended horizontally from masts arranged in a square for HF long range direction finding. This D/F system may have been superseded by, or was in addition to the VHF system that was brought into service later in the war.
