The wall has always been there since the housing estate was constructed in the 1930s.
Originally there was no pedestrian access (it was a solid a unbroken wall), however due to the Second World War it was opened up to allow people to get access to air raid shelters to /from the hospital. (Which it is at the south side, not the north side of the road).
Post war the local council wanted to close the gap once more, but local complaints, desiring to keep the access as a short cut to Beeches Station meant the wall was not reinstated and is as is today.
There has never been an open road crossing.
