At this time the Leeds-Bradford cycle "superhighway" was not yet officially open but some sections such as this were physically complete.
Leeds-Bradford cycle superhighway

A facility constructed in 2014-16 mainly along the route of the A64 / A647 between Seacroft and Bradford via Leeds, about 13 miles / 21km in total, to provide, as far as possible, a physically segregated cycle lane. Part of phase 1 of the wider City Connect project.

The Leeds-Bradford section was formally opened on 30 June 2016. The Leeds-Seacroft eastern section was due to open later the same year, but as of 2018 had still not been formally declared open due to disputes about the standard of construction.
