Lillian Bilocca was the leader of the group of fish wives who fought for improved safety conditions on UK trawlers following the loss of three trawlers and almost all of the crews in the winter of 1968. Brian Lavery's book, "The Headscarf Revolutionaries" was published in 2015, and the mural was created in early 2016. It is situated in a prominent position on Anlaby Road, one of the main east-west arterial routes.
