This plant was just a rosette of leaves last September NZ1465 : Great mullein (Verbascum thapsus), Tyne riverside

Unlike the flower-heads of many plants which bloom from bottom to top, or vice-versa, Mullein’s bloom in a completely random fashion, with only a few flowers being open at any one time.
