Horace Frederick D'Oyly Moule was the son of the Rev. Horatio Moule, sometime Rector of Wolverton, Somerset. He was born on 4 November 1843 and educated at Cheltenham College Link He joined the ICS in 1863; served in NWP and Oudh as magistrate and collector then as Commissioner of Lucknow and Rohilkhund. He was awarded the CSI in 1897Link
In 1871 he married Banna, daughter of General Richard Horsford, Bengal Artillery. She died in 1913 Link They had four children, one of whom Hugh Elliot died during World War One
