Since its creation in the 16th century to its demise as an administrative unit, Radnorshire seems to have had trouble deciding on a suitable county town. Originally, it was intended that the role should be shared between New Radnor and Rhayader - both towns holding sittings of Great Sessions (travelling courts, the equivalent of assizes). However, when a judge was murdered in Rhayader Parliament decided that Presteigne should have the honour - presumably because it was deemed to be safer, close to the English border and less far into the hills. After many years of using unsuitable and inadequate premises, a new Shire Hall was eventually opened in 1829, incorporating a court room and associated judge's lodgings. The Assizes were held here until 1971 despite calls at various times to move them to either Hereford or Brecon and the fact that in 1889 it was decided that the County Council would henceforth meet in Llandrindod Wells. After 1971 the building continued to be used for some years for various public functions, including the town library. However, in 1997 it began a new role as a tourist attraction telling the story of how justice operated in Radnorshire in Victorian times and showing the remarkably well preserved rooms used by visiting judges and their staff.
