The cast iron flowers look like anchor plates (or pattress plates) for tie bars. These are metal rods which extend from one side of a structure to the other for added stability. Some information here : LinkExternal link . We would welcome alternative explanations.
Embossed initials 'EN' (which might identify the foundry) were seen on an otherwise identical rosette in the station car park (location photo LinkExternal link ) .
