The rollers allow a punt to be portaged past the weir that here divides two levels of the Cherwell (SP5207 : River Cherwell: weir at Parson's Pleasure). The barriers on either side prevent someone absorbed in pulling a punt from following it into the river.
River Cherwell

The River Cherwell is a major tributary of the River Thames. It rises near Hellidon in Northamptonshire and flows south through Oxfordshire for 40 miles to meet the Thames at Oxford.
