These are seafront public toilets close to Clacton Pier, built on the cliff side just to the west of the pier. The toilet roof provides a viewing platform accessible from the promenade. The toilets are marked "PC" for "public conveniences" on Ordnance Survey maps. The pier itself (built 1871) is visible to the right of the photograph, with the sea beyond.
