This is a "Panopticon" for Burnley - which is a new word on me.
Part of a project to celebrate the rejuvenation of East Lancashire, this structure consists of a mass of steel tubes or redundant scaffolding in the shape of a tree.
It makes a tuneful low humming sound in windy conditions.
