An inscription in Latin and English inside the circular roof suggests that the pump and its shelter were restored to commemorate the Millennium:

D[eo] G[ratias?] + En fontem putealque refecimus - ite refecti!
+ AD MM +
Our well revived - revive yourselves - farewell!
+ AD 2000 +

Sadly the mechanism did not seem to be in working order, so I was unable to "go refreshed". I could not find any name on the pump, but Dick Williams states that the maker was Joseph Evans of Wolverhampton.

According to Cassell's Latin Dictionary, Puteal denotes "a stone curb [sic] round the mouth of a well". But here the circular kerb is of brick and surmounted by a timber structure with conical tiled roof, as seen in Robert Edwards' photo TL3455 : The sheltered pump in Kingston.

In the background is the village's red telephone box, which at the date of my visit was under sentence of imminent removal.
