This is the central arch of old bridge spanning the River Severn, superseded in the 1920's by the one I am standing on to take the photo. This was built in 1781 by John Gwynn, a Shrewsbury architect who also designed English Bridge in Shrewsbury, Magdalen Bridge in Oxford and Worcester Bridge.
Just visible behind is the church dedicated to St. Eata.
