This is a Grade II Listed Building and the Historic England website describes it thus:-

"Mid C19 octagonal stock brick building of 3 storeys with red brick window arches to sashes with glazing bars, and stone 1st floor band. Wood gallery around 2nd floor. Low domed roof, a replacement for the large onion dome which was removed when the Great Equatorial telescope was transferred to another building."

It is not shown on the Ordnance Survey map of 1850, but is present on the 1869-1870 edition, which gives some clues as to its date of construction.
