This is a dredging barge which would be placed alongside a floating digger (amphibious excavator) to receive and carry away silt dredged up from the basin or canal. When full, the barge moves down the canal and out to sea in order to dump its payload. The hold is split down the middle and hinged at the top, and the ram visible at the front can open the hull, allowing the silt to slide out of the base. Since silt is considerably heavier than sea water, the buoyancy of the rest of the ship is sufficient to keep it afloat with the hull split open. The dredging barge is moored next to Gloucester Lock (out of sight right), which is the point where inland canal traffic can leave the dock into the River Severn. The buildings in the background are apartments on the site of the former West Quay warehouses.
