A protracted road closure, and hoardings over nearby buildings, were necessary for the safe removal of unstable roof structures at the derelict hotel on Victoria Viaduct. The company which owned the hotel went into liquidation several years previously, rendering it ownerless. It became subject to the legal process of escheat, which is handled by the Crown Estate (see Crown Estate FAQs LinkExternal link ). The latter can sell the property to a private owner but they do not own it nor take responsibility for its management. Hence Carlisle City Council were obliged to pay the hefty bill for this work to ensure public safety.
