At the top of the front panel it says 'City of Carlisle __ Officers and Men of the Navy and Army who are buried in the Carlisle Cemeteries'. A list of names follows, continuing around the next four panels, of those whose graves are in this cemetery at Richardson Street/Dalston Road. The sixth panel lists those interred at Upperby and Stanwix cemeteries.

The double shield on the plinth is the old Carlisle city coat of arms, in use until 1924. About half way up the monument there is a crown, with 'Liberty' inscribed beneath. The words 'Truth' and 'right' are carved on the adjacent sides.
