That's the Gloucestershire Warwickshire Railway. The fireman is almost certainly a volunteer and is stood on her side of the cab. The engine is GWR heavy freight 2-8-0 No. 2807. The structures under the bridge are smoke deflectors to keep steam and smoke away from passengers using the bridge. I've had many a kippering while stood on bridges. The train is arriving with the locomotive running tender first. The pushing of trains with passengers is generally not allowed. Locomotives though are much more photogenic smokebox first.
