RAF Penrhos was opened in 1937 as No5 Armament Training Camp. It was a bad choice of site as it was never suitable for anything more powerful than single engined biplanes. It had grass runways, a nasty drop to a bog on the south side and a ridge to the west and north, and many a plane came to grief attempting to land here. Locally, however, the base was welcomed as a source of employment in area of high unemployment and outward migration.
