On 28 August 2019, Prime Minister Alexander Boris de Pfeffel Johnson publicly announced his plan to prorogue parliament (ie to suspend the House of Commons), believed by many to be an effort to prevent those members of parliament who oppose the "do or die" no-deal Brexit Mr Johnson would appear to be aiming for, from stopping the UK to leave the European Union on 31 October by parliamentary means. In any case, the effect of a prorogation lasting an unprecedented five weeks, as planned, will be to prevent parliament from fulfilling its statutory duty to scrutinise any agreement between the UK and the EU.

Mr Johnson's decision was however, almost immediately challenged in the courts of Belfast, Edinburgh and London. Furthermore, by 29 August an online petition demanding that plans to suspend Parliament are stopped had already garnered more than 1.5 million signatures, in just over a day, and more than 80 demonstrations are reported to have been planned in cities and towns across Britain for this weekend. Hours after the Queen approved Mr Johnson’s plan, thousands took the streets of at least 10 cities including London, Manchester, Glasgow and Cardiff.


About 400-500 of people (according to the attending police officers) gathered outside Norwich's City Hall on Thursday, 29 August. The demonstration, organised by 'Norfolk for Europe', was put together in about 24 hours and both leave and remain voters came together to make their case for democracy. Police had closed St Peter's Street, the street immediately in front of City Hall, as protesters spilled onto the street, chanting "stop the coup", vigorously supported by two drummers, and speeches were given by Karen Davis, Labour's prospective parliamentary candidate for Norwich North, Labour city councillor Matthew Fulton-McAlister, Rob Colwell (chairman of Norfolk for Europe), and the Green Party MEP Catherine Rowett. Many of the protesters carried signs demanding "Save our democracy! Parliament must sit, "People's Vote now", Hands off our Democracy", "Hear us shout: Boris out!" and, of course, "Stop the Coup", as well as a number of others.
