The height restriction is due to the reinforcements needed on the pre-stressed concrete viaduct. It will be closed next year after the new A14 opens, after many years delay at the financing and planning stages. Bypassing this weak bridge was a strong driver for the new A14, as well as widening from two lanes to three. See TL2371 : Holding the A14 up
