The building was probably used as a shed for a small locomotive operating at the mine; it's also seen in this earlier image - Link. In that image the main adit of the mine can be discerned vaguely just to the left of the building, (though it's deeply in shadow). In the current image the mine entrance has been obliterated, presumably as a safety measure; other levels in the valley have been similarly concealed, though obviously tunnels and workings beyond are still there.
