I used to think cables like these were for measuring water pollution, but according to County Durham's planning department they are for measuring river levels manually, during floods. Quoting from their Walkabout leaflet, "The small building on the [opposite] river bank is a gauging station.... Inside, in a well, a float controls a device for constantly recording water levels. In flood conditions manual gauging is carried out using the cable over the river."
