I had assumed that this was a bench mark. But further information has been sent to me by Derek Pattenson.

"In fact it's a GPO Marker Post (I too assumed they were bench marks when I first discovered them!), used to mark the route of underground cables. The "ER" insignia refers to Edward VII, dating it to between 1901 - 1910." Derek has a website dedicated to these posts, LinkExternal link
