This is part of the River Penk flood plain seen from the canal towpath by Deptmore Lock. The area includes Radford Meadows, managed by Staffordshire Wildlife Trust as a wetland nature reserve. Their website includes this information:
The River Penk is one of a number of watercourses that converge in and around Stafford, before joining the River Trent near Shugborough. Despite extensive drainage (most recently by the National Rivers Authority and Internal Drainage Board) the floodplain is still important for its populations of wintering birds... The pasture is managed traditionally with cattle grazing during the drier spring, summer and early autumn period.
