The harbour was constructed between 1816 and 1824 to a design by John Rennie and Joseph Whidbey for the purpose of watering naval ships; Rennie was also responsible for Plymouth Breakwater. The water was collected from streams in the vicinity and loaded onto the ships in barrels. At the time of this photograph it was intended to refurbish this harbour in connection with the redevelopment of Fort Bovisand and a suggestion that ferries could run from here to other locations around Plymouth Sound.
