The tower contains a bell (presumably for striking the hours). It's seen more clearly in a wider view such as NY4055 : Citadel Station, Carlisle, Grade II* listed. The station building was built 1847-8, architect Sir William Tite, and is grade II* listed (list entry 1196969).
