Stanhope Lane (Track) is a public bridleway but currently not very convenient for equestrians (or cyclists for that matter) owing to various pieces of fallen timber. From the direction these boughs have fallen, it would seem most likely that the damage is from Storm Arwen which was unusual in having powerful winds in a northerly. It seems a long time to have left this without restoring the right of way, but downed timber was so widespread that it will take a long time to get it all cleared. It's perhaps not unreasonable to deal with the economically valuable timber first, and unblock roads and forest tracks before clearing minor rights of way. The bridleway changes to just a footpath as soon as it reaches the CROW Access Land to the west, so it probably not much used except by walkers, who have less difficulty finding a way round the tangle of branches.
