"However, the Definitive Maps [of Public Rights of Way] are full of anomalies where ‘dead end’ public rights of way stop for no apparent reason. This frequently occurs at parish boundaries, where adjacent parish councils took a different approach to what they considered to be a public right of way when the Definitive Maps were being first drafted [in the 1950s]."
