OpenStreetMap labels the site 'HS2 Northolt Tunnels West Portal'. The high speed line, from its Euston terminus, will pass beneath West London in tunnels, emerging here. The flat soiled area at centre, presumably to be landscaped, spans the tunnel portal in a form of cut-and-cover construction. Silos for materials stand in the background. London-bound trains give a closer view of the distant part of the site, including the store of precast concrete tunnel lining sections which are loaded on to the tunnelling machine and put in place as it slowly proceeds.
The view is northwest from the bridge that carries Ickenham Road over the railway at West Ruislip. The Chiltern Railways Main Line out of London Marylebone heads for Birmingham. Compare

What was a siding on the right has become a rail connection into the HS2 site, presumably for trains to be loaded with spoil from the excavations and taken elsewhere, or for the delivery of tunnel linings manufactured off-site.
