At the time of the photo (1992) there was an exhibition centre near the Cheriton shuttle terminal describing the construction of the tunnel. I don't think it's open now, and certainly Streetview imagery shows this cutter head is no longer present. A photo from the adjacent motorway helped to locate it TR1836 : Channel Tunnel Boring Machine, Cheriton.
