Rough Chervil.

Very similar to Anthriscus sylvestris, Cow Parsley or Wild Chervil, and easy to confuse, but I am pretty sure about this one, because of the roughness of the stem. Rough Chervil flowers a little later, and quite a lot of the Cow Parsley round here is already setting seed.
