New County Hotel dates from 1840 when it was the Ram Hotel, built on the site of the former Ram Inn. It became the New County Hotel in 1937.
The Ram Hotel was the city's first commercial premises to have a telephone. It had various owners over the years and in 2008 it was planned to turn it into apartments. In 2009 an application to create a lifestyle hotel on the site – with fantasy rooms and an adult-themed restaurant – was rejected by Gloucester City Council. However, the company behind those plans, Mystique, still planned to open a private members club at the hotel, believing planning permission was not a legal requirement for the project. It lasted for five months and closed in 2010. It was then owned first by West Inns Ltd later the London & Provincial Pub Co. Ltd. Property developer Tony Clark took it over in 2015.
