A lichen - Ramalina siliquosa
This species is the shrubby green lichen in the centre of the photo, with fawn-coloured discs (the white crusts behind it are unrelated species). It is a maritime species that grows above the high-water mark, and there were many of them growing on the boulders in this rocky bay.

[For the purposes of identification, it is good to be aware of the very similar species Ramalina cuspidata. Details of the differences between the two species are set out elsewhere; amongst other things, the branches of R. cuspidata are often more rounded in cross-section than those of R. siliquosa. Page 237 of "Lichens" (O. Gilbert, 2000, New Naturalist Series) has a sketch of typical forms of each species; as noted there, R. cuspidata also tends to occur further down the shore than R. siliquosa.]
